SIGNING OF AN AGREEMENT BETWEEN THE KATIVIK REGIONAL GOVERNMENT AND THE GOVERNMENT OF QUÉBEC - $25 MILLION FOR THE DEVELOPMENT OF INUIT COMMUNITIES

QUÉBEC, JUNE 29, 1999 - Mr. Johnny N. Adams, President of the Administrative Committee of the Kativik Regional Government, and Mr. Guy Chevrette, Minister of Transport, Minister for Native Affairs, Minister responsible for Wildlife and Parks, and Minister for Northern Québec, today signed an agreement concerning the funding budget for the development of Inuit communities.

This specific agreement ensues from the framework agreement reached in October 1998 between the Kativik Regional Government and Québec, in which the parties agreed that the government would make available a $25 million funding budget with a view to fostering economic development in the Kativik region, to creating jobs for the Inuit and to supporting the improvement and construction of community infrastructures.

This specific agreement determines the programming, management and cooperation conditions as well as the general commitments of the Kativik Regional Government and the Government of Québec. There are two intervention components: one is intended to fund economic development projects (component I) and the other, community infrastructure projects (component II). A 20% share of the budget will be devoted to projects falling under component I.

Pursuant to this agreement, the Kativik Regional Government is responsible for managing the funding budget.

Minister Guy Chevrette said: "The signing of this specific agreement is part of the continuation of the implementation of Québec's orientations concerning Native affairs. Indeed, this agreement is the government's first commitment within the framework of the Aboriginal Development Fund and constitutes a real tool for
promoting economic and community development on behalf of the Inuit. The assistance provided over the next five years will support tangible projects originating from the community, in a spirit of partnership and with a view to fostering a greater sense of responsibility."
