AGREEMENT BETWEEN THE MOHAWK COUNCIL OF AKWESASNE AND THE QUÉBEC GOVERNMENT ON ECONOMIC DEVELOPMENT AND COMMUNITY INFRASTRUCTURES

QUÉBEC CITY, March 2nd, 2000 - The Chief of the Mohawk Council of Akwesasne, Michael Mitchell, and Québec's Minister of Transport, Minister for Native Affairs and Minister responsible for Wildlife and Parks, Guy Chevrette, are pleased to announce that they have reached a special agreement establishing the terms of programs and cooperation in the areas of economic development and community infrastructures for the Akwesasne community, which is located in the Montérégie region.

Under the agreement, Québec will make available to the community of Akwesasne a financial envelope of $5.7 million over five years, i.e. an average of $1 140 000 a year. The purpose of this commitment is to give the community economic leverage and to finance economic development and community infrastructure projects.

The community, the federal government or any other partner must assume a sizable proportion - at least 50% - of the financing of a project. Québec's role in the economic development and infrastructures of Aboriginal communities is supplemental to that of the federal government.

Chief Mitchell said he is convinced that this partnership agreement with the Québec government will promote job creation in the community and the participation of the Mohawks of Akwesasne in regional development.

Minister Chevrette pointed out that this financial commitment by Québec is made possible by the Fonds de développement pour les Autochtones, the Native development fund defined in the government's policy directions for Native affairs.

In the wake of this agreement, the Council and the Minister will jointly determine an annual plan based on the priorities of the Council and the terms of the fund.
