Northern Development:
Minister Geoffrey Kelley will represent Québec during the fifth edition of the Northern Development Ministers Forum

QUÉBEC, September 14, 2005 – Mr. Geoffrey Kelley, Minister for Native Affairs, will be taking part in the Northern Development Ministers Forum, which will be held from September 14th to 16th in The Pas, Manitoba. This year, several Canadian ministers will be meeting under the theme of “education, training and jobs” to agree on strategic actions with a view to supporting the socioeconomic development of the North, as well as improving the living conditions and quality of life of its inhabitants.

“Our participation in this forum supports the implementation of the agreements already reached over the last thirty years with the Inuit, the Crees, the Naskapis and the Innu. The development of northern populations is a key issue for our government. I am convinced that once again this year this meeting will make it possible to improve the measures and the actions taken by Québec in Northern Québec,” mentioned Minister Kelley.

In addition to the main theme, the ministers will discuss the Three-year Action Plan 2005-2007 and the progress of the work on the five priority projects agreed to at the previous forums, namely: the awareness promotion campaign in the North, manpower recruitment and retention, investments in transportation infrastructures, northern innovation, as well as maximizing the economic and social spin-offs of major projects in the North. This latter subject was the theme of the last edition of the forum, which was held in Chibougamau, Québec. It should be pointed out that Québec is responsible, along with the Northwest Territories, for the sub-committee on maximizing the economic and social spin-offs of major projects in the North.

The annual Northern Development Ministers Forum, created in 2000, results from the joint commitment of the federal, provincial and territorial governments in favour of the socioeconomic development of Canada’s northern regions. The members of the Forum are Canada, British Columbia, Alberta, Saskatchewan, Manitoba, Ontario, Québec, Newfoundland-and-Labrador, Yukon, the Northwest Territories and Nunavut.
