Minister Pierre Corbeil announces signing of a partnership agreement between the Naskapis and Québec

Kawawachikamach, October 19, 2009 – Today, Pierre Corbeil, Minister responsible for Aboriginal Affairs and Minister responsible for the Abitibi-Témiscamingue region and the Nord-du-Québec region, Louis Einish, Chief of the Naskapi Nation of Kawawachikamach, and Edward Shecanapish, President of the Naskapi Development Corporation, signed an economic and community partnership agreement. The 25-year agreement is inspired by La Paix des braves and the Sanarrutik Agreement entered into with the Crees and the Inuits respectively in 2002.

"The outcome of the negotiations between the Government of Québec and the Naskapis has reinforced the bases of our relationship. We have worked together to build the bridges required for effective collaboration in the economic development of Kawawachikamach," Minister Corbeil stated.

The agreement provides for annual amounts split two ways between the Naskapi Nation and the Naskapi Development Corporation for 25 years to fund economic and community projects. In return, Kawawachikamach and the Development Corporation will be responsible for producing an annual work calendar and an expenditure plan. Under the agreement, the Naskapis release Québec from certain obligations arising from the Northeastern Québec Agreement, which will foster dialogue.

To ensure that implementation of the agreement proceeds smoothly, a standing Naskapis/Québec liaison committee has been struck to further strengthen exchange. Chef Louis Einish and Edward Shecanapish, clearly satisfied, commented as follows: "This agreement is decisive in terms of the development of our community. It will enable us to put together projects that will create jobs for the people of Kawawachikamach. This will mean better prospects for the future for young Naskapis."
